If you pour water over a bag of skim milk powder, will the content be affected?

A pile of skim milk powder in bags were wet, packaging is 3-ply paper and 1 ply plastic. Is there a possibility that the contents could be affected? if yes, could these still be used? how?If you pour water over a bag of skim milk powder, will the content be affected?
If the bags are air tight, they should be OK. Do you hear or see air escaping from the bag when handling them? Is the product clumpy? How long before you noticed this? You could use them as you generally do, for making up milk or in recipes like bread machine recipes that use it as an ingredient if it hasn't changed color or texture.If you pour water over a bag of skim milk powder, will the content be affected?
